Can Dr Doom be the mastermind behind Kang?

Since Dr Doom is rumoured to appear in MCU, can it be like MCU keeps showing us how Kang is the final threat like Thanos till Kang Dynasty and suddenly it reveals out to be Dr Doom, who was the mastermind all along and is the main villain for Secret wars which would be in two parts, just like Thanos in Infinity war and Endgame.
